MLY COM announced the phased mandatory implementation of the Malaysian business reporting system (MBRS 2.0) on Dec. 1, 2024, Mar. 1, 2025, and Jun. 1, 2025.
Document submissions over the counter will thus only be accepted until Nov. 30, 2024.

Phase 1
Phase 1 is effective Dec. 1, 2024, and involves the annual statement (PT) and the unaudited financial statements and reports (PK) under the Companies act 2016.
Also includes certificate for exempt private company (EPC) application and submission of rectification/court order for PT and PK not audited under the aforesaid act.
Phase 2
Phase 2 is effective Mar. 1, 2025, includes PT and PK under the Companies act 1965.
It also includes PK for financial institutions regulated by MLY CB, and application and submission of rectification or court order for audited annual and financial statements.
Phase 3
Phase 3 will be effective Jun. 1, 2025, and it includes all the application and submission of rectification or audited PK court order under the Companies act 2016.
This also includes all applications related to extension of time or PK exemption.
Apr. 2025 Mandatory Document Filing
On Apr. 27, 2025, MLY COM announced physical statutory document submission at counters will end Jun. 1, 2025; it has introduced the above MBRS 2.0 for submission.
With phase 3 implementation, physical submission of statutory documents at counters will be fully terminated from Jun. 1; aligns with the goal of accelerating digitalization.
May 2025 Re-submission Deadline, Fee Waiver
On May 27, 2025, MLY COM reminded companies must re-submit corrected documents over the counter by May 30, 2025, before phase 3 implementation from Jun. 1, 2025.
Where re-submission is not made before the deadline, documents must be submitted via the MBRS system and a fee will be charged according to the prescribed rate.
MLY COM also said it will grant a late submission fee waiver for documents submitted after a period of 7 days but not exceeding 3 months from the submission deadline.
The waiver will be given from Jun. 1, 2025 until Sep. 30, 2025, to provide enough time for companies to adapt to the new requirements introduced through MBRS 2.0.
Documents subject to waiver are: audited financial statements and reports (PK) for Companies act 2016 (AS 2016); application/submission of rectification/court order for audited PK under AS 2016; and all applications re extension of time/exemption of PK.
Sep. 2025 Extension of Waiver Period
On Sep. 26, 2025, MLY COM extended the waiver period for late filing fees to Nov. 30, 2025.
