Insurance Penalties
In addition/in lieu of a monetary fine, Commissioner may require restitution for direct financial loss to be made to person directly harmed by foregoing citation after hearing.
Commissioner may not determine or adjudicate whether an obligation is owed under a policy or INS contract, or payment of claim owed under policy or contract of insurance.
