Proposal
Expands the accepted forms of identity documents to include all types of Vietnamese citizen IDs and, for foreigners, passports with visas or proof of visa exemption.
For cash deposits made at VIE CB regional branches, the draft clarifies that deposits submitted after the system’s daily cut-off will be processed on the next working day.
Postal operators providing public money transfer services must collect, verify full KYC information for both parties, must process outgoing transfers within one working day.
Operators must sign written agreements with clients covering at least 13 key terms, including service scope, deadlines, security, fees, and dispute resolution.
Article 19 is renamed to include both payment and intermediary service providers.
Imposes new operational resilience requirement, limits service downtime to 4 hours annually, 30 minutes per incident, excluding force majeure, scheduled maintenance.
If a service outage exceeds 30 minutes, providers must notify VIE CB within 4 hours, submit a full incident report within 3 working days using the new annex 05 template.
