  • Jul. 16, 2024 Restrictive Measures Extended
  • On Jul. 16, 2024, EU CNCL published Reg 2024/1971 of Jul. 15, 2024 implementing Reg 2023/1529 concerning restrictive measures in view of Iran’s military support to Russia’s war of aggression against Ukraine and to armed groups and entities in the Middle East and the Red Sea region, renewing restrictions until Jul. 27, 2025.
  • Dec (CFSP) 2024/1970 of Jul. 15, 2024 amending Dec (CFSP) 2023/1532 concerning restrictive measures in view of Iran’s military support to Russia’s war of aggression against Ukraine and to armed groups and entities in Middle East and Red Sea region.
  • Follows Jul. 15, 2024, EU CNCL announced extension of measures, until Jul. 27, 2025.
  • Existing restrictive measures will continue to be reviewed annually.
  • Currently the sanctions regime applies to 12 persons and nine entities.
  • Those targeted are subject to asset freeze, provision of funds or economic resources, directly or indirectly, to them or for their benefit is prohibited; EU travel ban applies.

On May 31, EU CNCL announced new designations re Russia drones.

  • Adopted restrictive measures against 6 individuals and 3 entities for their role in transfer of unmanned aerial vehicles (UAVs) to RUS in support of war of against UKRN.
  • Khatam al-Anbiya Central Headquarters (KCHG) is in the command chain of Iran’s armed forces making military decisions about UAV deployment, and a commander.
  • Kavan Electronics Behrad LLC is an Iran-based company procuring and selling components for the manufacturing of UAVs, together with CEO and chairman of board.
  • Islamic Revolutionary Guard Corps Navy (IRGCN) involved in delivery of Iranian arms.
  • Including Iranian UAVs/missiles to be used by armed groups like Houthis, Hezbollah.
  • Also listed minister of defence of Islamic Republic of Iran, Mohammad-Reza Gharaei Ashtiani, a commander of Islamic Revolutionary Guard Corps Qods Force (IRGC-QF).
  • Head of EU-listed Iranian Aviations Industries Organization (IAIO), Afshin Khaji Fard.
  • Those targeted will be subject to an asset freeze and travel ban to the EU.
