Proposes solutions based on balance of needs of the population and right to strike.
Identifies union/employer for whom work stoppage would affect population well-being.
When a strike or lockout causes or threatens to cause serious or irreparable harm to the population or the intervention of the conciliator or mediator proved unsuccessful.
Administrative Labor Tribunal to determine whether they must maintain services.
In the event of a positive decision by the Administrative Labor Tribunal, the parties would have a period of 15 days to negotiate the services to be maintained and how.
Grants Minister of Labor power to submit a dispute to arbitration to determine working conditions of employees if threat of strike is likely to cause serious or irreparable harm.
Provides for standardizing the requirements re exercise of the right to lock-out/strike.
Would apply to all employers and unions in Quebec covered by the Labor Code, with the exception of the public service and health and social services institutions.

Provisions of this act will come into force on the date of sanction of this law.
