Bill Provisions
Repeals NY INS 45-25-6-A, Doulas for Medicaid, adds section NY LEG 5-11-365-p.
Defines doula to mean a trained person who provides continuous physical, emotional, and informational support to a pregnant person and the family of pregnant person.
Doula may provide services in hospitals, birthing centers, at home deliveries.
Department must establish, maintain a publicly accessible community doula directory on its website for the purposes of Medicaid reimbursement, promotion of services.
Directory to include name of doula who provides doula services and address.
Also, location of where doula provides services, name of employer Medicaid provider.
Department to determine method of registration, documentation required to verify doula criteria is met and doulas are responsible for completing the requirements.
No fee for doulas to register for admittance into NY community doula directory.
Doula must submit certified copy of certification from a doula educational organization.
